I have always been curious about the figure women. Do they ever have to resort to taking some form of AS for cutting up and drying out? Does it really simply boil down to nutrition/cardio/supps? Thank you.

Some do, some don't, but it is all still only a supplement to an already existing, persistent, consistent and working diet, training & cardio program. Drugs will never do the work that your training protocol (and time spent to allow your body to acclimate to additional muscle or whatever metabolism change you're looking for) should be producing already. There are no short cuts.
If you are told "there's no way to compete w/o the drugs", that's wrong. You gotta start somewhere and the drugs first is the wrong order. For anyone, competitions or not, I'd always say start w/ the basics because, again at the end of the day, your body has to support what you change. You can't short cut w/ the drugs.
