in recent years there have been pros that had left the IFBB (mostly female figure and a few bikini women such as Monica Brant & the european female cant remember her name but she became a wrestler...

The letter only mentioned amateur not pros can compete anywhere they chose without repercussions so I would take as it applies to amateurs only.
