I don't know why weigh lifter feel like cardio isn't necessary. I think it was some skinny bird chested ecto who came up with that theory. it is very necssary

When I am cutting, hiit hands down gives me the best results. I do however incorporate a little bit of steady state. I am one of those sick people that actually enjoy a nice slower run outside. We get nasty winters where I am so once spring comes it is mentally rejuvenating to get out there. When bulking, I would do much less cardio. As I have matured and got older, I prefer to stick to more recomp anyways and less bulk then cut.

Both have their place. I actually think LISS is often MORE beneficial when cutting then bulking. When cutting, you are in a calorie depleted state and your recovery abilities are diminished. HIIT is great - but it also is much more demanding on the body to recover from. It puts similar stress on the central nervous system as does weight training.
I recommend 3-4 HIIT sessions per week MAX. If you need additional cardio on top of that to get ripped, then use LISS.
