Best to Rest the Day Before or Day After
What's your opinion on utilizing rest days and training a lagging bodypart? Is it better to have the rest day before you train the weaker bodypart OR better to have the rest day after so the calories and recovery are focused around what was trained?

Either or. Depends on the rest of your schedule and or the size of the lagging bodypart in question I think

A lagging bodypart rarely needs more rest unless you over train it.
06, 08, 09 and now 2010 British (4x) and 2008/2010 European Grip Champion (2x)

I don't train at the weekend, Monday's workout and I am full of energy and can go balls to the wall.
I train legs on Friday night because it wipes me out for a couple of days, I have the weekend to recover.
