I think that the guys taking all this time off would be training much harder in the meanwhile if they were actively competing.

Think of it this way, you can jump into the mix right away and most likely place out of the top ten and be forgoten until your next show, OR you can take time off, build hype so everyone is looking out for you (for example, everyone wants to see Evan's pro debut) and place very well thanks to your added mass and improved conditioning.
Even established pros take advantage of their time off. Last ASC, everyone was curious to see what Kai, Branch, Vic looked like because they all had ample time off (granted it was due to injury) and Kai and Branch not only shocked everyone but improved on their placings.

The answer is no. During a 16-20 week diet they would not have the opportunity to grow and improve as much as possible trying to chase that condition that seems to be a staple right now to place high. Thats why usually the winners of the Arnold and the Mr. O only do 1 show a year........2 max. Because their body needs that rest. The rigors of contest dieting are pretty harsh so I cna only imagine what its like at their level and the amount of substances they use around that time.
