I don't actually know if you are just trolling but that IS NOT was an evidence of any sort. Isn't Phil Heath relying on his genetics? What about Arnold? I don't think Simeon is that much smaller than Arnold or the bodybuilders in the Golden Era.
And if you have actually looked how Simeon trains, he doesn't JUST rely on his genetics. He obviously puts in the work as well.
